The only hacks that you can really do are texture hacks. No one's cracked Sonic R's model format, as far as I know.
You can get a ROM from various sources, though I've found that Rom Hustler seems to carry a lot of ROMs that are hard to find elsewhere. Saturn emulators are easy enough to obtain through Google.
